Singapore Tender Eligibility FAQ

What are the eligibility requirements for public sector construction tenders in Singapore?

To be eligible for public sector construction tenders in Singapore, contractors must be registered with the appropriate registration system and have the required grade for the project value:

  • Contractors Registration System (CRS): For building and construction projects (CW workheads), specialist works (CR workheads), and mechanical & electrical works (ME workheads)
  • Suppliers Registry: For supply of construction materials and products (SY workheads)
  • Facilities Management Registry: For facilities management services (FM workheads)

Each grade has a corresponding tendering limit, which represents the maximum project value for which the contractor can submit bids. For example, a CW01 Grade B2 contractor can bid for general building projects up to S$16 million in value.

What is the difference between CW, CR, ME, SY, and FM workheads?

The different workhead categories represent distinct sectors in the construction industry:

  • CW (Construction Workheads): Main contractors who undertake general building (CW01) or civil engineering (CW02) projects
  • CR (Construction Related Workheads): Specialist contractors who perform specific tasks like demolition, piling, or interior decoration
  • ME (Mechanical & Electrical Workheads): Contractors specializing in mechanical and electrical systems like air-conditioning, electrical engineering, plumbing, etc.
  • SY (Supply Workheads): Suppliers of construction materials and products
  • FM (Facilities Management Workheads): Contractors providing facilities management services like cleaning, landscaping, and maintenance

Contractors must be registered in the appropriate workhead category that matches the scope of work required for the tender.

How do I determine the tendering limit for my company?

Your company's tendering limit is determined by:

  1. The registration system (CRS, Suppliers Registry, or Facilities Management Registry)
  2. The specific workhead category (e.g., CW01, CR01, ME01, SY01, FM01)
  3. The grade assigned to your company for that workhead (e.g., A1, B2, L4, M2)

You can check your company's tendering limit using our Tender Eligibility Check tool by entering your UEN. The tool will retrieve your BCA registrations and display the corresponding tendering limits. Alternatively, you can refer to the reference tables on this page to find the tendering limit based on your grade.

How can I upgrade my company's BCA grade to qualify for higher-value tenders?

To upgrade your company's BCA grade and qualify for higher-value tenders, you need to meet the requirements for the higher grade, which typically include:

  • Financial Capacity: Increased paid-up capital and net worth
  • Track Record: Successfully completed projects of higher value
  • Personnel: Employ more qualified technical professionals
  • Management Systems: Implement ISO-certified quality, safety, and environmental management systems

Once your company meets the requirements, you can apply for an upgrade through BCA's Contractors Registration System (CRS). The application will be evaluated, and if approved, your company will be assigned the higher grade with the corresponding increased tendering limit.
